The winch will have come with a round bar about 18 inches long with a rubber hand grip on one end. The bar is about 1"dia; small enough to fit into one of the three radial holes in the drum next to the gypsy. By rotating the drum anti-clockwise or pulling the bar back towards the stern, the drum will unscrew sufficiently to release the conical clutch plates which grip the gypsy. This allows the chain to run free when laying the anchor. Pushing the bar forward or clockwise will screw th drum inwards to force the clutch plates together to grip the gypsy and stop the cable and allow for motor action. Mine was heavily corroded and was very stiff to turn, but WD40 and perseveranace and a small hammer got it moving.
